EFFECTS ON COMMUNITY
Shattuck Park has a profound relationship with the community as the only park with City Ordinance (No. 332, Vol. 3) conditions on its maintenance and handling. The conditions stipulated that the city of Neenah will forever care for and properly repair "all structures and permanent improvements" including the buildings, docks, retaining wall, and landscaping in order to maintain and improve the beauty and usefulness of the park. Another provision became policy for all Neenah parks and declared that "no intoxicating liquors... shall be sold, given away, drank, used or stored at any time" in the park. The park is a place of beauty for many community members, as well as a boat dock and common meeting place for lunch or relaxation. |
EFFECTS ON THE LAND
Clara Shattuck had the park built and designed with a lagoon near the eastern end where the dump had been and a concrete retaining wall around the 400 feet of waterfront and surrounding the lagoon. In the site's northwestern corner, a pavilion, which included boat stalls and a building designed and equipped as a boat factory and livery, was built. A boat dock, walkways, and driveways were built as well, and the park was landscaped with trees, ornamental shrubbery, lawn, and flower beds. |
WHO IS S.F. SHATTUCK?
S.F. Shattuck, son of Clara Shattuck, was first appointed to the Neenah Park Board in 1917. He served on the Park Board, mostly as Secretary through 1948. His father, F.C. Shattuck, was a member of the Park Board in the 1890s. The first solid evidence of his role in park development appears on the warranty deed for the property his mother gave to the city as Shattuck Park. He was aware the the city would do little to develop the site, even though the property was donated as a gift. He likely helped convince his mother that she needed to develop the park herself if she wanted to make the site beautiful. Aware of city government's political and economic realities, he likely wouldn't have ignored what the city was likely to do with a tract of raw land for a park.

20th CENTURY RENOVATIONS
In 1957, the park was remodeled to accommodate the increase in small power boats in the boat launch as well as providing parking spaces for the people launching. The center of the park was also remodeled to create a beautiful sitting area with flowers and plants, as to provide a place for citizens of Neenah to come and relax to enjoy a noon lunch.
